Call to Order: Chair Anderson called the workshop meeting was called to order at 7:09 p.m.
Dr. Anderson stated that the bid packages are under negotiations therefore they will not be discussed at this time.

Brad Mezquita reviewed the road design and prior meetings with the Selectmen and Planning Board. He stated that 2/3 of the road would be closed and 1/3 of the road would be open drainage. Above and below ground utilities were an add, alternate to the project. The site-specific permit has been received for this project.
Bill Stevens shared that unit costs for all items has been prepared for the road construction. The break out value of the road portion was 1.7 M from Rt. 111 to the access road at the high school. The original cost was projected at 1M. Additional costs were derived from circumventing London Bridge as well as higher costs of construction materials.
The additional costs for closed drainage is approximately $279,000. The additional costs for underground utilities are approximately 250,000 with an estimated total of 1/3 to 1/2 M for these two items. It was agreed that Harvey Construction would prepare visuals for the Public Hearing on Monday July 10, 2006.

Bruce Anderson- Introduction
Greg Michael- Review the legal process and the history of previous meetings with the selectmen.
Brad Mezquita will review the agreement regarding the road and provide a color board
Bill Stevens will present numbers for the underground utilities and closed drainage.
At the end of the presentations, the group will entertain questions from the Selectmen and the Public.
Dr, Anderson reviewed the 6/19/06 letter from the Planning Board. The group prepared answers for the ten items that were listed.
Item 1: Not recommended; liability issue
Item 2: The chain fence will be in the plans. It is a liability issue. It can be deleted at a later date.
Item 3: Acceptable
Item 4: Brad will be a letter from geotechnics regarding underdrains; depth of loam is an additional cost item, certain drains are not safe for bicycle traffic.
Item 5: Refer to Site Specific permit and additional costs
Item 6: The road will be the same as many roads in Windham.
Item 7: Wider lanes increase speed as noted by the DOT specialist
Item 8: Cobblestones are impractical in the winter. They are destroyed by plows. Towns are removing cobblestones. Scored pavement fills with ice in the winter and creates a driving hazard.
Item 9: Fog lines are included in the plans. Pavement reflectors do not withstand plowing in the winter season.
Item 10: Cost of underground utilities; there is a generator on site at the high school in an emergency situation.
Brad will contact Greg prior to the Hearing. Harvey Construction will prepare handouts.
The group will meet with Greg Michael, legal counsel, at 7:00 p.m. on July 10, 2006.
There will be a meeting with an abutter on Monday, July 10, 2006 to discuss using London Bridge from the rear access to begin construction. Harvey Construction, Bev Donovan, and Beth Valentine will be present.
The discussion will be concerned about the lot line adjustment. We will need to ask permission for Legal Counsel and the Surveyor to speak, as they are not residents.

Brian Gallagher shared with the Board the end of the year projected balances. The Board discussed the feasibility of moving the interest that was projected, but not expended, for the high school project from the general operating budget to the high school budget.
The Board will meet on July 11 at 6:00 p.m. and meet in a public session to make a determination regarding this issue.
